Job Description

The Executive Directorate (EXD) is the steward of OECD resources, on behalf of the Secretary-General. Our focus is on people and their wellbeing; the effective and efficient management of the budget; the safety and security of staff, Delegations, visitors, and of the OECD’s data; maintaining and sustaining physical and digital infrastructure; and enabling the convening power of the OECD through conferences, meetings and events, whether virtual, physical or hybrid. As well as providing corporate services, functions and management support to our staff and Members, we provide integrated, strategic and expert advice on corporate policies and management issues to the Secretary-General, to Council and to Standing Committees, to which we regularly report on corporate matters. We also provide compliance and risk management functions (for management areas under our purview). Ours is a fast-paced environment focused on delivering management excellence across all of our functions.

Within the Executive Directorate, working closely with business partners, the Digital, Knowledge and Information Service (EXD/DKI) designs and provides secure digital solutions, IT and information management services and the technologies to deliver efficient corporate services, meet business partners’ needs and to support and enhance the OECD’s global role in building knowledge, communicating with the world and interacting with governments to inform and influence policy-making.

The office of the EXD/DKI Head of Service advises and supports the Head of Service and the Executive Director in defining and implementing innovative strategies to provide cost-effective, business driven digital solutions and services for the Organisation.

Reporting to the Head of Communication and Administrative Services in the Head of Service Office, the Process Optimisation Officer will be responsible for enhancing and streamlining existing processes, as well as implementing innovative new procedures, to support the operational efficiency of EXD/DKI and contribute to the broader objectives of the OECD. In this role, you will oversee operational work and participate in the optimisation of several operational workflows to drive efficiencies and improved outcomes through the introduction of new approaches and technologies. Additionally, you will be supporting Directorates to leverage corporate solutions for their operational needs. You possess robust experience in operations and associated process optimisation, and have knowledge of relevant technology trends and tools. With your strong organisational and communications skills, and keen attention to detail, you will thrive on multi-tasking in a fast-paced environment and demonstrate a good degree of autonomy in the discharge of your duties.

Main Responsibilities

Operations

Oversee operational tasks to support EXD/DKI management and staff (e.g. internal communications, missions, management of Head of Service mailbox and associated support, IT, etc). Ensure that all tasks are completed appropriately and efficiently, in-line with EXD/DKI's operational KPIs.

Facilitate engagement, provide user and logistical support for designated corporate solutions (e.g. OECD Events) in liaison with internal and external stakeholders as appropriate; organise and participate in presentations and meetings when necessary.

Assist in drafting and maintaining standard platform templates; collate needs and create event pages to meet on-demand client requirements.

Fulfil other role-specific tasks, as required.

Workflows & Continuous Improvement

Demonstrate operational excellence, contribute to identifying and testing opportunities for improved ways of working; propose changes to policies, processes and corporate tools to align with business needs, propose innovative approaches to increase efficiency; flag recurring issues as appropriate for action to improve services/solutions.

Provide data to update Key Performance Indicators and reporting as required

Collaborate and liaise with partner teams and cross-functional collaborators as necessary, sharing best practices, updates and other information as appropriate and relevant.

Stay up to date with emerging trends; evaluate relevant new technologies, analyse their business benefit, and draft evidence-based recommendations for their adoption when this would make good business sense.

Apply new techniques, trends and/or technologies, in-line with the overall objectives and risk tolerance of the OECD.

Qualifications

Academic Background

Bachelor's degree in IT, information management or communications-related disciplines, or equivalent practical experience. Relevant professional certification would be an advantage.

Professional Background

Experience with workflow/process implementation and optimisation. Knowledge of relevant tools and technologies (e.g. Generative AI, Agentic AI, etc) would be an advantage.

Proven experience in a client-service role, including providing support and drafting formal routine correspondence, processes and user guidance.

Experience managing requests according to strict deadlines and ability to work accurately during periods of intense activity.

Ability to co-ordinate, support and contribute to concurrent projects effectively.

Demonstrated ability to work indepndently and take initiative.

Ability to draft routine correspondence in both official languages.

Tools

Experience with ChatGPT, MS Co-Pilot and/or other AI tools.

Experience with InWink would be an advantage

Experience with M365 (e.g. Word, Excel, etc)

Experience with PowerBI or similar would be an advantage

Languages

Fluency in one of the two OECD official languages (English and French) and knowledge of the other, with a commitment to reach a good working level.

Knowledge of other languages would be an asset.

Core Competencies

OECD staff are expected to demonstrate behaviours aligned to six core competencies which will be assessed as part of this hiring processes: Vision and Strategy (Level 1); Enable People (Level 1); Ethics and Integrity (Level 1); Collaboration and Horizontality (Level 2); Achieve Results (Level 1); Innovate and Embrace Change (Level 1).

There are three possible levels for each competency. The level for each competency is determined according to the specific needs of each job role and its associated grade.

Contract Duration

36 month fixed-term appointment.

What the OECD offers

Depending on level of experience, monthly salary starts at 5,902.14 EUR, plus allowances based on eligibility, exempt of French income tax.

Salary Information

Please note that the appointment may be made at one grade lower in the specified job family, based on the qualifications and professional experience of the selected applicant.

Selection Process

For candidates retained further, the Hiring Team reserve the right to conduct further assessments
