Job Description

The Nuclear Technical Lead will act as the primary technical expert for nuclear topics within the Core Team supporting the Contracting Authority. This role is critical in ensuring technical coherence, quality, and safety across early nuclear program activities including technology evaluation, engineering advisory, and regulatory alignment.

Key Responsibilities:

Support to Tender Tasks

The role will involve execution and oversight of specific technical tasks aligned with the Framework Agreement. These include:

Delivering tasks related to technology assessment, owner scope definition, and site characterization activities.
Leading and reviewing the preparation of technical documentation, including support to licensing documentation and conceptual design reviews.
Acting as a central technical reference point to ensure technical consistency across workstreams.

Technical Advisory & Oversight

Serve as the Contracting Authority’s expert on nuclear design, systems, and safety topics.
Provide oversight and quality assurance of all nuclear-related deliverables under the TSO framework.
Lead or contribute to key reviews related to nuclear technology deployment and site-specific engineering issues.

Regulatory and Safety Alignment

Ensure technical advice and outputs comply with national and international nuclear safety standards (e.g., Dutch Nuclear Law, IAEA guidance).
Liaise with the licensing team to ensure consistency between design assumptions and licensing submissions.

Coordination and Stakeholder Engagement

Coordinate with civil, licensing, PMO, and procurement leads to align deliverables and schedules.
Interface with technology vendors, regulators, and other technical stakeholders as required.

General Technical Support

Provide reactive support and advice to the Contracting Authority on emerging technical issues related to the TSO scope.
Contribute to knowledge transfer, quality reviews, and strategic decision-making.

Qualifications

Requirements:

Master’s degree or higher in Nuclear Engineering, Reactor Physics, or related discipline.
At least 15 years of relevant experience in nuclear new build or advanced reactor development.
Demonstrated expertise in nuclear licensing, safety documentation, and technology evaluation.
Strong understanding of international standards (e.g., IAEA SSR-2/1, WENRA reference levels).
Fluent in English; knowledge of Dutch is an asset.

Preferred Attributes:

Experience in TSO or Owner’s Engineer roles for public sector nuclear programs.
Excellent communication and stakeholder engagement skills.
Ability to work within politically sensitive and high-visibility environments.
