We’re excited to add a Director, Environmental & Permitting to our growing Licensing & Regulatory Affairs team! In this role, you will lead the environmental and permitting strategy that enables Elementl Power’s advanced nuclear projects to move from concept to reality. You will shape integrated federal, tribal, state, and local environmental engagement approaches and oversee environmental licensing and permitting across our portfolio.

We’re looking for someone who brings deep experience in environmental review frameworks (including NEPA and 10 CFR 51), permitting strategy, regulatory engagement, and cross-functional integration. You should thrive at the intersection of technical analysis, regulatory strategy, and project execution, be someone who can translate complex environmental requirements into actionable plans that enable project progress.

You’ll ensure our environmental analyses, agency engagements, and permitting submittals are high-quality, defensible, and aligned with engineering, licensing, and site-characterization bases. Your work will be essential to maintaining regulatory credibility and advancing Elementl’s development milestones.

Collaboration is central to this role. Reporting to the VP of Licensing & Regulatory Affairs, you’ll partner closely with Licensing Project Managers, the Project Management Office, Engineering, specialized departments, contractors/consultants and external agencies to support regulatory and public engagement activities associated with environmental reviews. Together, you will support project readiness, and ensure Elementl’s permitting pathways are robust, efficient, and set up for success.

What You'll Do!

  • Lead project- and portfolio-level environmental and permitting strategies and regulatory roadmaps aligned with Elementl Power’s corporate and project objectives.
  • Convert objectives into integrated environmental-review and permitting plans and multi-agency schedules, coordinating with PMO and other key stakeholders.
  • Direct strategic framing, technical quality, and regulatory consistency of environmental documentation and non-NRC permit applications (NEPA ERs/EAs/EIS support; USACE Section 404/10; EPA CAA/CWA; DOE, DOT/PHMSA, FEMA, state, tribal, and local permitting).
  • Ensure environmental analyses and permitting products are complete, defensible, and traceable to engineering inputs, licensing assumptions, and site-characterization data.
  • Serve as Elementl’s primary interface with environmental and permitting authorities across federal, tribal, state, and local jurisdictions.
  • Lead agency-engagement strategies and support senior leadership in high-visibility meetings, negotiations, and escalations, ensuring interactions align with approved regulatory positions and project strategies.
  • Own the environmental and permitting basis (assumptions, datasets, analyses, mitigation commitments, and compliance strategies) and maintain coherence across all submittals.
  • Provide strategic oversight for environmental documents and controlled submittals; lead governance decisions on environmental strategy, permitting roadmaps, submittal readiness, milestone baselines, and regulatory-risk evaluation; and recommend submittals for executive approval.
  • Supervise and mentor environmental staff, consultants, contractors, and Licensing Project Managers supporting environmental scope; set priorities, allocate resources, and manage performance against schedules, milestones, and budgets across the portfolio.
  • Coordinate closely with Licensing and Engineering to integrate environmental reviews with NRC environmental licensing, ensuring consistent assumptions, data, methods, and messaging across all submittals, and proactively identify, mitigate, and escalate environmental and permitting risks.
  • Monitor evolving environmental regulations, precedents, and policy guidance; brief internal teams on impacts and recommend strategic adjustments.
  • Ensure environmental and permitting activities adhere to approved QA, records-management, and sensitive-information controls and effective use of controlled document-management systems such as Certrec.
  • Represent Elementl Power in regulatory and stakeholder forums and support senior leadership in external engagements related to environmental and permitting scope.

Experience You Bring:

  • 10+ years in environmental regulation, permitting, or environmental review, with a track record leading NEPA processes and/or major permitting for large infrastructure or energy projects.
  • Strong technical knowledge of NEPA (EA/EIS), environmental impact analysis, ecological and cultural-resource frameworks, and interagency coordination.
  • Working knowledge of key permitting frameworks and processes across federal, state, tribal, and local jurisdictions (e.g., Clean Air Act, Clean Water Act, ESA, NHPA Section 106, RCRA, USACE).
  • Direct experience engaging with permitting authorities (e.g., EPA, USACE, DOE, FEMA, state agencies, tribal governments, and local jurisdictions).
  • Proven ability to lead and mentor teams and coordinate cross-functional work with engineering, licensing, legal, and project management.
  • Experience developing integrated environmental strategies and permitting roadmaps aligned with project schedules and risk frameworks.
  • Strong understanding of environmental QA and records/document-control practices.
  • Excellent communication skills, including drafting and reviewing environmental reports, technical documentation, and agency correspondence.
  • Bachelor’s degree in environmental science, engineering, ecology, natural resources, or related field required; advanced degree preferred.
  • Experience with nuclear-related environmental reviews, FOAK technologies, or multi-jurisdictional permitting is highly desirable.
  • Experience supporting senior leaders in high-visibility environmental or permitting engagements (e.g., briefings, interagency/public meetings) is a plus.

The base salary range for this role is $135,000-$175,000, and has a bonus opportunity.
