Job Description

 

For the construction of 2 Westinghouse AP1000 reactors at a nuclear power plant in Bulgaria, we are looking for a Director of Engineering

JOB PURPOSE

As a member of the leadership team the Director of Engineering leads a multi-discipline team of experienced engineers providing support to the Owner for the timely review of Project design engineering deliverables for compliance with specifications, local regulations (utilizing local engineering resources), and schedule requirements; provides support for the review of design changes and deviations; and develops Owner requested reports and analysis.

Communication Scope:

  • High level of engagement in negotiations, coordination of design deliverables, changes, and issue resolution with external contractors and internal stakeholders
  • Participates in interface and coordination meetings, presents engineering oversight and progress updates to Owner and regulatory authorities

ACCOUNTABILITIES

  1. Design Management
  • Engineering management and engineering support, including monitoring and management of third-party engineering service providers, and overall engineering progress management.
  • Provide a central engineering function for technical support and oversight of Project standards and specifications, Project design criteria and basis and procedures governing the execution of engineering and detailed design.
  • Check design documents for consistency and conduct Design reviews and design optimization.
  • Ensure that an integrated design document control system is set up by the contractors, institute and implement appropriate interface procedures on behalf of the Owner.
  • Monitor with particular vigilance areas of the design where high risk is perceived.
  • Implement health, safety, security and environment controls in design.
  • Conduct constructability reviews and constructability optimization of the design.
  1. Execution Oversight
  • Support the Owner in the management of the Engineering Contract with:
    • Compilation, preparation, and review of Owners input data,
    • Review of Engineering Contract deliverables.
    • Advise on potential improvements measures,
    • Advise on inconsistencies with the referred engineering standards or with the performed constructability reviews,
    • Ensure compliance of the design with the regulatory, quality and safety standards,
    • Answer technical queries and resolve deviations,
    • Quality assurance and quality control of Owners input data and contractors deliverables, and
    • Review of payment applications for the contractor. Safety, quality, regulatory, and contractual expectations, while maintaining schedule and interface integrity.
  • Engineering management, including monitoring and management of third-party engineering service providers and overall engineering progress management.
  • Advise on potential improvements and/or inconsistencies with the referred engineering standards or performed constructability reviews
  • Ensure compliance of the design with the regulatory, quality and safety standards,
  • Support with technical queries and resolving deviations
  1. Interface Management
  • Implement a technical query (TQ) system to be used by the contractors when seeking clarification of technical issues.
  • Coordinate interface management between construction, engineering, and commissioning.
    • Facilitate resolution of design and construction issues affecting commissioning readiness.
    • Support change and configuration management to ensure traceability of design and field modifications.
  1. Procurement and Logistics Support
  • Support the Contracts/Procurement team to prepare and/or review Project documentation for tendering and award of contracts (for scope outside of the EPC contract) for design, equipment supply, construction and installation works, and services.
  1. Reporting and Risk Management
  • Provide regular and ad hoc reports to the Owner on pre-commissioning, testing and commissioning readiness, implementation and progress.
    • Flag urgent risks, nonconformances, or delays and propose mitigations.
    • Participate in risk reviews and contribute to the risk register as related to commissioning.
  1. Stakeholder Engagement and Professional Conduct
  • Foster strong relationships with the Owner, EPC consortium, and regulatory bodies.
    • Promote a collaborative culture with a focus on safety, technical excellence, and professionalism.

Requirements:

  • Bachelors degree in Mechanical, Electrical, or Nuclear Engineering;
  • Project Management certification (PMI; AMA; or equivalent)
  • Demonstrated leadership in nuclear projects new build, operating nuclear plant operations, maintenance, and/or modifications; and the design of plant systems, structures, and/or components
  • 1520 years of experience in providing nuclear power plant engineering services in NSSS; conventional island; balance of plant systems; and site infrastructure projects; operations and commissioning experience
  • Familiarity with IAEA safety standards and INPO/WANO standards for nuclear plant design requirements; as well as applicable design codes ASME; ANSI; and quality assurance requirements, such as NQA-1;

Preferred:

  • Experience with recent nuclear new build AP1000R or equivalent Generation III+ technologies
  • Prior experience as an Owners Engineer or in a regulator-facing design engineering role.
  • Working knowledge of Bulgarian regulatory frameworks or EU nuclear safety directives.
  • Station Reactor Operator (SRO) license, a plus.
  • Proficiency in English is required; Bulgarian language skills are an asset
