We are excited to bring a Procurement & Contract Manager to our team! In this role, you will stand up and lead our procurement and contract management functions, designing and implementing the programs, processes, systems, and standards that will shape how Elementl procures goods and services and manages contracts.

We are seeking someone who has successfully built a a procurement and contract management function before, this includes establishing policies and workflows to drive consistency and efficiency across complex projects. You will oversee the entire procurement and contract lifecycle, including creation, solicitation, negotiation, execution, management, and closeout.

Collaboration is critical: you will report to the SVP, Project Management, and work closely with the Chief Development Officer (CDO), General Counsel, and other key functional leads to ensure that the procurement of goods and services and the management of the contracts align with Elementl’s standards and supports our small modular reactor (SMR) initiatives.

What you'll do!

Define, build, and implement Elementl's procurement and contract management procedures and processes tailored for project-level execution.

  • Drive procurement and contract management initiatives at the corporate level, ensuring alignment with Elementl’s operational goals and standards.
  • Develop detailed procurement and contract formation plans and schedules to support project delivery and execution milestones.
  • Establish and standardize key contract terms and conditions to guide consistency across projects.
  • Facilitate the design and manage the issuance of RFIs, RFQs, and RFPs with precision, and set up streamlined internal processes for evaluating submissions.
  • Lead contract negotiations, from preparation through to securing final approvals, ensuring favorable and compliant outcomes.
  • Oversee contract administration including change management, warranty tracking, and contract closeout.
  • Build out the project-level procurement and contract management function by staffing, training, and supervising contract professionals.

Determine optimal contract types, terms, conditions, and commercial structures aligned with project scopes, support services, and company objectives.

Ensure contracts appropriately address optimized cost, schedule, safety, quality, regulatory compliance, risk management and relevant commercial terms and conditions.

Serve as the corporate procurement lead within the Program Management Office (PMO), shaping and executing the full lifecycle of contract management, from qualification and bidding through evaluations, negotiations and contract execution.

Guide the development of overall project contracting strategies, including individual contract strategies, RFPs, evaluation and award processes, change order/claim management, warranty administration, and closeout activities.

Support project mobilization by assessing staffing and qualification requirements for procurement and contract management and providing resources and corporate support to the Project Management Office.

Experiences you'll bring!

The preferred candidate will have built a contract and procurement function in a start-up environment and be adept at building structure, programs, and processes. You will possess a degree in business, but pure sciences or engineering is preferred, and have 7 to 10 years of experience in procurement, contract negotiation, management, and administration, with a strong emphasis in the procurement of: technical and engineering services; owner's engineering firms; general contractors; engineering, procurement, and construction (EPC) firms; and contractors and vendors that provide environmental site survey and analysis, geotechnical and subsurface exploration and analysis, landman services, and land drilling. A strong understanding of commercial terms and conditions typical of procuring these types of services is a must. While procurement and contract management experience in the commercial nuclear field is advantageous, it is not a requirement.

Your excellent organizational skills and sharp attention to detail will be crucial as you connect with key counterparties. As the Elementl Subject Matter Expert in contract management, you'll collaborate regularly with pertinent legal teams and provide advice to the Executive Team on contract matters. If you have outstanding problem-solving abilities and can skillfully engage with counterparts while addressing commercial challenges with finesse, we’d be thrilled to hear from you!

We’re aiming to find a permanent team member for this position, but we also welcome contractors who are interested in transitioning to a full-time role as we grow. The base salary range for this role is $120,000-$150,000, and has a bonus opportunity.
